Why aren’t these official count totals?
They are Shayla’s frontline planning estimates. Formal counts use a specific date, coverage and method. The figures on the existing regional map will be checked against their source reports before inclusion as evidence here.
What about the 80/20 observation?
The operator has described a broad pattern in the people she supports. Its categories and evidence are not yet defined well enough for a public percentage or admission quota. The pilot will use individual needs and explicit intake rules.

A typical day
What does the community lack?
We will verify local meal times, indoor access hours, eligibility and holiday closures with service providers. The project seeks reliable daytime access for its participants. Exact missed-meal or service-gap totals are pending a checked weekly inventory.
How will service gaps be calculated?
Compare a full weekly schedule against actual provider hours and access criteria. Distinguish a service being listed from a person being able to use it. Record travel, capacity and closure limitations. Do not count a missing meal without verifying what was available.

What about sites explored previously?
Pioneer rear lot and the water tower discussion are historical options. No site is selected for this new season, and neither is represented as currently available or approved. Other past suggestions outside Parksville are excluded.

Meet the proposed operator
Shayla Day, Founder and CEO, DayHomes Society. Shayla brings frontline outreach, shelter services, transitional housing support and life skills experience. The final package will include the supporting operator credentials and training record.
Oceanside Homeless Task Force
The task force brings community and service representatives together. Earlier support forms part of the project history. Renewed endorsement of the revised 2027–2028 proposal will be sought in November 2026.
Historical representation and current profiles
September 2026 minutes include the MLA office, City Council liaison, Island Health, ICCS, Public Health, Knox Church, SOS, OCAT, DayHomes and task force leadership. Current members, biographies and profile wording will be confirmed before publication. ICCS’s earlier openness to discussion was not a formal operating commitment.
Consultation, support, funding and operating responsibility are distinct. No listed organization has a new commitment assigned by this page.
